I know this may be the shittiest place to get advice on girls, but I need help yo. if she flirts with you, thats of course a good sign, but not a positive one... you should try to kiss her or something while talking, be spontaneous, it might work...

if you're not into that, then you have to lay it down... you have to think up something to say to her that means something... tell her what a great person she is, beautiful, nice, etc... try not to sound too fake
