try it with cigarettes first. thats how i started, now i can do them no problem with weed... but its kinda different ... weed smoke seems to hold together better if u have a nice milking piece or a good blunt/joint

Use cigs for practice, I went through 3 packs to get them down. And make sure there's no breeze. The cloud will float away and you'll look retarded chasing it. But yeah, inhale, and just kinda push the smoke out with your tongue then suck it back in. You may not get the whole hit out at first, but it gets easier with practice.

I find it easier to just like close my jaw than use my tongue. If I do use my tongue then I bring it up, open my mouth and bring it down... The tip Unholy gave me was usefull as fuck; take a few breaths in through your nose like you would whilst drinking and let the smoke thicken. Shrinking your mouth a little with your lips pursed as if you're whistling helps with thickness too. Don't do it when it's cold either; it'll just float up.
