i don't think it's against the law but it is creepy. there was a peeping tom down the street from my old house. and oddly enough his name was tom. he would stand on the sidewalk in front of my livingroom window staring into it. i'd see him, the other neighbours would tell me too they'd see him so this. and just walking up and down in front of my house. creep.
