whats the deal w/ the japan laws on fucking with people?

I know we've all seen some of the movies out of japan like the one where they dug the whole and put water in it then covered it, MXC which i'm sure they sign up for that but its still not a show you'd see in the US, this new clip is what got me really wondering

if that guy didnt know about that how the fuck could that shit be legal, the US prank shows will be like no u gave me a 10 not a 20 or sumin like that get them pissed then 5seconds later be like nono i'm just kidding and they give them a 100bucks or sumin.. that guy gets driven around for like 45min shittying his pants, and the water one people coulda gotten hurt.. it must be like a 5dollar fine if u injure someone or something i dont get how they can get away with it

They have so many fucking people that they can fuck with whoever and if they die, the family gets the prize.
